I've searched the web with hope to find another version or a link to obtain it, but there aren't any. You will have to use Facebook from the browser or install Bluestacks or Memu and run Facebook in Android mode.
Note: A powerful PC is needed for Android emulation.

I want to download the latest version of Facebook for desktop. Is this it? Will downloading this remove everything I have in the version of FB for Desktop now on my computer?

No, if you download this version of the application you will practically update files and registry items. This is not the latest version. The latest version is 1.0b and can be downloaded from the website of the developer. Since there isn't anything to lose if you uninstall the application, it's recommended to uninstall it first and then download a new version. Being in beta state might give you errors when overwrited.

My children spend too much of their time on Facebook or other sites like that. Is there any way to block them all?
You can block site with Aobo filter. It is quite easy to use.
